These are standard elastic bands that can also be used for balloon arches.
Instructions:
Stretch the band over the balloon and position it in front of the larger balloons on the arch, either where the balloon arch frame shows through or where there's a larger gap, then stretch the band over the larger balloon to secure the smaller balloons in place.
